Director of organisational effectiveness and finance

Phil joined Cycling UK in April 2020 to lead our corporate service functions and to drive a programme of improved organisational effectiveness to support delivery of our five-year strategy.

Phil’s career began in the Civil Service, where he undertook a variety of policy and corporate roles within the Department for Work and Pensions.

After qualifying as a CPFA accountant, his subsequent roles included a range of finance business partner, strategic planning and head of finance roles before leaving to join UK Trade and Investment (now DiT) after 11 years.

As head of finance and performance for trade within UKTI, Phil led and developed a growing finance and commercial function providing support to UKTI’s efforts to support UK companies to internationalise and access a range of export and high-value opportunities overseas.

After a 15-year career in central government, he joined the not-for-profit sector, taking on wider corporate service roles in medium-sized charities including vInspired and YoungMinds. Here, Phil has realised his passion for leading and delivering transformation and change and has led significant programmes of business process redesign and organisational change to support improved organisational effectiveness.

As an experienced director and COO, he is now keen to bring this experience to support Cycling UK deliver on its ambitions, plans and strategy in a variety of systems, process and change initiatives.

A keen sports enthusiast, Phil lists football (a long-suffering Derby County season ticket holder), skiing, golf and the NFL as his keenest interests, but with a two-year daughter, cycling (balance bikes currently) is starting to assume an increased prominence in any leisure time.
