Cycling UK Board of Trustees

The Cycling UK Board of Trustees is the body elected by you, the members, to take Cycling UK forward and ensure that what we do benefits cycling.

Janet Atherton
Chair
Janet Atherton lives in the Wirral and has been a trustee since 2017. She has been a Director of Public Health in both the NHS and local government and has now retired as senior adviser to Public Health England. She continues to work as an associate with the Leadership Centre and is a director of her own consultancy. She returned to cycling at 50 and riding with a local Cycling UK group helped build her confidence. She leads rides with Wirral Bicycle Belles and loves organising their trips away. Janet is currently taking a short break from her role as chair. Trustee Paul Baker is interim chair, with Christine Gibbons remaining as vice-chair.
Melanie Carroll
Melanie Carroll
Melanie Carroll lives in Lincoln and has been a trustee since 2019. She owns a bookshop and is also a freelance Bikeability and Adult Cycle Instructor. She is Campaigns Officer for the Cycling UK Lincolnshire member branch, a ride leader for the Cycling UK Lincoln Women’s Group and an active local campaigner. She has always been passionate about cycling, particularly for transport and leisure but volunteering has made her passionate about speaking up and sharing her love of cycling with others.
Andy MacNae
Andy MacNae
Andy MacNae lives in Lancashire and has been a trustee since 2019. He is the CEO of an adventure sports consultancy and sits on several commercial and public sector boards. He is also a district councillor and was National Officer of the British Mountaineering Council. He enjoys mountain biking in his local quarries and big days out on the hilly roads near his home.
Sam Marshall
Sam has extensive experience in the development of digital strategies in not-for-profit organisations and other sectors. He has previously worked with some of the UK’s largest charities such as RSPB, Marie Curie and the Royal British Legion on digital strategy, and has 20 years of experience in this area. Sam has been a member since 1993, completing his first Cycling UK – then CTC – club ride at the age of 12. Prior to the rise of virtual conferencing, he regularly took a folding bike to business meetings, and enjoys riding every week in the hills around Chester. He has also undertaken a solo tour around the world and learnt to ride the unicycle.
Robin Tucker
Robin has significant marketing and campaigning experience locally and nationally. Robin works as a business consultant and has prior executive level experience at Natural England and Vodafone, but now runs his own business. He has led more than 200 group rides, both on and off-road, having been a member of Cycling UK since 2003 and group secretary of Oxfordshire for the last seven years.
Mark Smith
Mark Smith lives in Lindfield, West Sussex and has been a Trustee since 2020 having previously been the Financial Advisor to the Board since 2019. Mark is chief operations officer at Sweaty Betty, the female activewear brand, and has previously been a director at Evans Cycles. Mark is always on his bike – from commuting on his Brompton, to racing time trials around the country and is passionate about seeing cycling adopted more widely as means of transport.
Ben Packer
Ben Packer lives in Hertfordshire and was appointed as a trustee in 2021. He is a Partner in Linklaters LLP, advising major corporations and senior executives on investigations and disputes in the financial services, tech and sports sectors. He is a keen cyclist and can often be found either on his road bike riding the lanes of Hertfordshire or with his wife and two daughters cycling off-road in the New Forest.
John Jackson
John Jackson lives in Cambridgeshire and is an active member of his local club, CTC Cambridge, being a committee member, ride leader and campaigner. John has held a number of board-level positions within the pharmaceutical industry and has broad experience of business operations with a particular focus on human resources, organisational development, mergers and acquisitions. John is also a National Standard Cycling Instructor, working with both children and adults, and has been a board member of The Bikeability Trust since 2020
Chris Marsh
Chris Marsh lives in Hebden Bridge, West Yorkshire and was appointed as a trustee in 2022. Chris is passionate about helping to bring a more accessible and open cycling culture to the UK, inspired by the positive impact it can have on communities and quality of life, as witnessed during his 10 years living in the Netherlands. After working as a marketing and digital product director, Chris now helps NGOs build their digital transformation and growth strategies, and is looking forward to bringing this guidance and experience to Cycling UK
Richard May
Independent (non-trustee) member of the Audit and Governance Committee
Richard lives in London and has been an independent member of Cycling UK’s Audit and Governance Committee since 2021. He is General Counsel, Head of Compliance and HR at an asset management firm. Richard co-founded, and, until recently, chaired, Islington Cycling Club and has more than 30 years of riding and racing experience. He loves tandems, time trials, and, especially, tandem time trials.
Christine Gibbons
Vice chair
Christine Gibbons lives in Hove in East Sussex and has been a trustee since 2019. She is retired but was a pharmacist and an executive board director in the NHS. She is an unpaid trustee of a number of national and local charities in the health and leisure sectors. She started cycling in her mid-30s but has since ridden the CTC tour of Land’s End to John o’Groats and taken up triathlons. Her next challenge is to try off-road cycling.
Nadia Kerr
Nadia Kerr is based in the northwest and is a Partner at JMW Solicitors heading the cycling claims team. Nadia chairs a women’s cycling group, Team Glow, based in South Manchester where she is a ride leader. She rides both on and off road and has taken part in a number of long rides, audax events and ultra- endurance bikepacking trips. Nadia also campaigns for road safety and for active travel infrastructure and has provided evidence to the House of Commons Select Committee on active travel.
Paul Baker
Paul Baker
Paul Baker lives in Aylsham, Norfolk and has been a trustee since 2019. He is a TV Producer, making documentary and current affairs programmes at the BBC, and has held several leadership roles in the organisation.  He has been a regular cyclist since he was a child and cycles now for fun, fitness and as a means of transport. He enjoys commuting, touring, off-road touring, mountain biking and road cycling.
